The Richest Congressional Districts In Every State Of 2024

With the 2024 presidential and congressional elections coming up really, really soon, we wanted to revisit the study we do every two years: What are the richest congressional districts in the United States? In particular, what are the richest congressional districts in each of the 50 states of the union. Using data from the recently released U.S. Census Bureau’s 2023 American Community Survey 1-Year Estimates, we analyzed all the congressional districts in the U.S. that comprised the 118th Congress — the Congress that began in January 2023 and will run until January 2025, after this November’s elections.

Read on to find out which congressional districts are the wealthiest in each U.S. state in 2024.

The Wealthiest Congressional District in Every State

According to the Census data, there are 70 congressional districts that have median household incomes that are in excess of $100,000. The very top of those 70 districts are scattered mainly between California, New York, and Virginia. In order to compile this list of the richest congressional districts in evert state, we sourced key financial data from the Census Bureau’s 2023 American Community Survey. Wielding these datasets, we put together a four-factor scoring system to help identify the wealthiest cities in Arizona:

  • Median household income
  • Mean (average) household income
  • Median home value
  • Median property taxes paid

It’s important to note a few oddities that the Census Bureau does with its data. For a number of factors, the Census figures have upper limits, so there’s no exact value for certain factors. For example, for median household income, the Census Bureau has an upper limit of “$250,000+”. For median home value, the upper limit is “$2,000,000+”. For median property taxes paid, the upper limit is “$10,000+”. For these reasons, the mean household income (which is the same as average household income) dataset is crucial because the Census Bureau has exact figures for it. All four of these metrics were scored, added up, and then ranked by the congressional districts’ combined scores.

Alabama

Congressional District 6

Represented by Gary Palmer, a Republican, the Alabama 6th congressional district is composed of the wealthier portions of Birmingham, nearly all of Jefferson County outside Birmingham, most of Blount County, and the entirety of Bibb, Chilton, Coosa, and Shelby counties. The median household income here is higher than the statewide figure, and is very close to the national median: $76,300 vs $77,719 for the U.S. The average household income in Alabama’s 6th district is greater than the national average: $112,898 versus $109,160. With a median home value of $286,200, Alabama’s 6th district has the highest home values in the state.

Alaska

At-Large Congressional District

Represented by Democrat Mary Peltola, who took office on September 13, 2022, Alaska’s at-large congressional district has a median household income of $86,631, a solid $9,000 better than the national median. The average household income for Alaska’s at-large district is $114,201. Property taxes are comparatively high, with an annual median of $3,718 paid in taxes, against a median home value of $347,500.

Arizona

Congressional District 1

Covering northeastern Maricopa County, Arizona’s 1st congressional district has been represented by Republican David Schweikert. The median household income here is $92,840, which is around $15,000 more than the corresponding national median. The average household income in the 1st district, $146,662, is the highest of Arizona’s congressional districts, as is the median reported home value in the 1st district, $662,500. Property taxes aren’t too bad, the median taxes paid per year being $2,597.

Arkansas

Congressional District 3

Arkansas’s 3rd district covers Northwest Arkansas and takes in Fort Smith, Fayetteville, Springdale, and Bentonville. The district is represented by Republican Steve Womack, first entering office on January 3, 2011. The median household income here is much higher than the other Arkansas congressional districts, at $72,890. The mean household income, $99,670, is about $10,000 less than the national average income. With a reported median home value of $293,100, home values in the 3rd district far surpass home values in other districts.

California

Congressional District 16

The California 16th congressional district includes portions of Santa Clara and San Mateo counties, extending from the southwestern San Francisco Bay Area through the Santa Cruz Mountains to the Pacific coast. The district is currently represented by Democrat Anna Eshoo, first elected in November 2022. The median household income in California’s district 16 is the second highest of all the congressional districts in the U.S., at $165,918. Its mean income is the No. 1 highest in this study, at $253,193, as is its median home value, which $1,820,400. Unsurprisingly, the median property taxes paid per household surpasses $10,000 a year.

Colorado

Congressional District 4

Located in the eastern part of the state, Colorado’s 4th district encompasses most of the rural Eastern Plains, as well as portions of the Colorado Front Range, including Loveland, Highlands Ranch, Castle Rock, and Parker. Colorado’s 4th congressional district is represented by Republican Greg Lopez. The median household income in the 4th district is a healthy $109,710. The average household income is $141,439, way ahead of the U.S. average of $109,160. The median home value is among the highest of the districts in Colorado, at $607,700. Annual property taxes paid by households is a median of $3,080.

Connecticut

Congressional District 4

Located in the southwestern part of the state, Connecticut’s 4th congressional district is largely suburban and extends from Bridgeport to Greenwich — an area largely within the orbit of the New York metropolitan area. The district also extends inland, toward Danbury and toward the Lower Naugatuck Valley. Represented by Democrat Jim Himes since January 3, 2009, Connecticut’s 4th district has one of the highest median incomes in the study, at $117,299. Its average household income is also among the highest out of all congressional districts, at $197,837. The median home value in the 4th district is $669,900. Unfortunately, property taxes are very high, with a median of $9,798 paid per household.

Delaware

At-Large Congressional District

Represented by Lisa Blunt Rochester, a Democrat, Delaware’s at-large district is the nation’s oldest congressional district, having existed uninterrupted since the 1st United States Congress in 1789. It is also the most populous congressional district in the nation. The median household income here is $81,361, a little under $4,000 higher than the national household median income. Its mean household income, $109,486, is almost exactly the same as the national average.

Florida

Congressional District 23

Located in the Greater Miami area and encompassing parts of Broward County and southern Palm Beach County, Florida’s 23rd congressional district is represented by Democrat Jared Evan Moskowitz, who took office on January 3, 2023. The median household income in the 23rd district is $83,420, which is better than the nation’s $77,719 median; residents of Florida benefit from no state income tax, however. The average household income is much higher, at $126,894. Out of all of Florida’s congressional districts, the 23rd has the highest median property taxes paid, $4,693 per year. The median home value here is a reported $550,200.

Georgia

Congressional District 6

Located in north-central Georgia, the 6th congressional district consists of many of the northern suburbs of Atlanta and includes all of Forsyth, Dawson County, portions of eastern Cobb County, northern Fulton County, a snippet of western Gwinnett County, and eastern Cherokee County. Since January 2023, it is represented by Republican Rich McCormick. Georgia’s 6th district has the highest median income of Georgia’s 14 districts, at $123,681 per year. The average household income is among the highest in the U.S., at $162,199. Its median home value is a reported $568,900, with median property taxes of $3,839 paid per household.

Hawaii

Congressional District 1

Hawaii’s 1st congressional district is entirely on the island of Oahu, encompassing the urban areas of the City and County of Honolulu, which includes Oahu’s central plains and southern shores, including the towns of Aiea, Mililani, Pearl City, Waipahu, and Waimalu. Since January 2019, the 1st district has been represented by Democrat Ed Case. Its median household income of $102,320 is far beyond the $77,719 for the nation overall. The average household income is $130,244, roughly $12,000 more than the mean income of the 2nd congressional district. Meanwhile, the median home value is a reported $883,500, which is one of the highest values of all the districts in the U.S. Hawaii residents, fortunately, benefit from low property tax rate, resulting in a median tax bill of $2,532 per household.

Idaho

Congressional District 1

Idaho’s 1st district comprises the western portion of the state. The 1st district is currently represented by Russ Fulcher, a Republican from Meridian, who first took office on January 3, 2019. The median household income in the 1st district, $76,925, is not far off the national median income. Its mean household income of $100,330 makes it the only district in Idaho to have an income of over $100,000. The median home value is impressive, having reached $453,000, which is much higher than where it had been just a few years ago.

Illinois

Congressional District 5

Illinois’s 5th congressional district covers parts of Cook and Lake counties, including all or parts of Chicago, Inverness, Arlington Heights, Barrington Hills, Des Plaines, Palatine, Mount Prospect, Deer Park, Kildeer, Lake Zurich, Long Grove, and North Barrington. It has been represented by Democrat Mike Quigley since an April 2009 special election. At $107,501, the 5th district’s median household income is nearly $30,000 more than the national median household income. And the 5th district’s $158,350 average household income edges out the 10th district’s $153,965. The median home value here, $438,100, is much higher than the 10th district’s $336,600. Illinois is notorious for property taxes and the median paid per household is $8,038 per year.

Indiana

Congressional District 5

The 5th congressional district Indiana comprises Hamilton, Madison, Delaware, Grant, and Tipton counties, as well as the large majority of Howard County. Much of its population is located in the northern suburbs of Indianapolis, including the cities of Carmel, Noblesville, and Fishers, while other population centers include Muncie, Kokomo, Anderson, and Marion. Indiana’s 5th district is currently represented by Republican Victoria Spartz, first elected in November 2020. The 5th district’s median income of $77,551 is just shy of the national household median income. Indiana’s 5th district has an average household income of $111,098, around $2,000 more than the national average. Compared to congressional districts outside the state, Indiana’s 5th district’s median home value of $263,700 seems low but it’s high for Indiana, as are the property taxes paid per year — a median of $2,060.

Iowa

Congressional District 3

Covering the southwestern quadrant of Iowa, which roughly consists of an area stretching from Des Moines to the borders with Missouri, the 3rd congressional district has been represented by Republican Zach Nunn since 2023. The district’s $77,054 median household income is right around the $77,719 median for the U.S. overall; its mean household income of $104,078 is only a little less than the U.S. average household income. Iowa’s 5th district has a reported median home value of $248,300, which is about $30,000 more than the median for the 1st congressional district.

Kansas

Congressional District 3

Located in eastern Kansas, the Kansas 3rd district includes all of Anderson, Franklin, Johnson and Miami counties and parts of Wyandotte County. The district includes most of the Kansas side of the Kansas City metropolitan area, including all of Overland Park, Leawood, Lenexa, Shawnee, Gardner, and Olathe and parts of Kansas City. Represented by Democrat Sharice Davids, who was first elected in 2018, the 3rd district has a median household income of $95,141, a full $30,000 more than the second highest median income of $65,461 in the 4th district. The mean household income is $126,506, while the median home value of $364,700 is $170,000 more than the median for the Kansas 4th district.

Kentucky

Congressional District 4

Located in the northeastern portion of the state, Kentucky’s 4th congressional district is long, following the Ohio River, notably dominated by its far western portion, which comprises the eastern suburbs of Louisville and Northern Kentucky. The district is currently represented by Republican Thomas Massie, who was elected in a special election in 2012 to succeed Republican Geoff Davis. The median household income in Kentucky’s 4th congressional district is $77,227, much higher than the 6th district’s $66,269. The average household income in the 5th district is $100,445, and thus the only congressional district in Kentucky with a mean income in excess of $100,000. The median home value reported by the Census is $253,000, while property taxes are comparatively high, with the median paid annually being $2,005 per household.

Louisiana

Congressional District 1

Louisiana’s 1st district covers land from the northern shore of Lake Pontchartrain south to the Mississippi River delta. It covers most of New Orleans’ suburbs, as well as a sliver of New Orleans itself. The district is currently represented by Republican House majority leader Steve Scalise, who first took office back in May 2008. The median household income in Louisiana’s 1st district is a respectable $72,467. Its mean household income of $102,056 makes it the only district in Louisiana to have an average income above $100,000. The district’s median home value of $274,700 is also the highest in the state.

Maine

Congressional District 1

Maine’s 1st congressional district consists of all of Cumberland, Knox, Lincoln, Sagadahoc, and York counties and most of Kennebec County. The cities of Portland, Brunswick, and Saco can be found in the 1st district. The district is currently represented by Democrat Chellie Pingree, who’s been office since January 3, 2009. The median household income in Maine’s 1st district is $86,981, while the average household income is $112,864. The reported median home value of $412,800 is markedly higher than the median for the 2nd district. As are the median property taxes paid, $3,808 for the 1st district and $2,179 for the 2nd district.

Maryland

Congressional District 8

Adjacent to Washington, D.C., Maryland’s 8th district takes in many of the city’s wealthiest inner-ring suburbs, including Bethesda, Chevy Chase, and Potomac. It has consistently sent Democratic representatives to Congress by wide margins since 2002. Democrat Jamie Raskin has represented the seat since 2017. The median household income in Maryland’s 8th district is a massive $132,789 a year, with an average household income that’s $30,000 more — $182,885 a year. The reported median home value is $681,300, with the median property taxes paid by households being $5,878.

Massachusetts

Congressional District 5

The Massachusetts 5th congressional district to much of Middlesex County, part of Norfolk County, and part of Suffolk County. Since December 12, 2013, Democrat Katherine Clark has represented the district. The employment background is typical for a wealthy, Democratic congressional district. According to Data USA, the top industries by employment are Professional, Scientific, & Technical Services (17.2% of the workforce), Health Care & Social Assistance (14.3% of the workforce), and Educational Services (13.7% of the workforce). The median household income, $122,808, is the highest of Massachusetts’s nine districts, as is its mean household income of $174,341. Of all the congressional districts in New England, the Massachusetts 5th district has the highest median home value, at $777,300. The median property taxes paid per year is $7,045.

Michigan

Congressional District 6

Centered on Ann Arbor and Washtenaw County, as well as western and southern Wayne County, Michigan’s 6th district is currently represented by Democrat Debbie Dingell, who took office in January 2023. The median income here is $90,873, which is the highest of all Michigan districts, though only $2,000 more than the 11th district’s $88,617. The average household income is $121,873, which is above the U.S. average. Like many other Midwest states, property tax rates in Michigan are typically on the high side. Thus, with a median home value of $342,300, the median property taxes paid by households is approximately $4,901 a year.

Minnesota

Congressional District 3

Encompassing the suburbs of Hennepin and Anoka Counties to the west, south, and north of Minneapolis, Minnesota’s 3rd district also includes the blue-collar cities of Brooklyn Park and Coon Rapids to the north-east, middle-income Bloomington in the south, and higher-income Eden Prairie, Edina, Maple Grove, Plymouth, Minnetonka, and Wayzata in the west. Currently, it is represented by Democrat Dean Philips, originally elected in November 2018. Minnesota’s 3rd district has the highest median income, $101,791, of all the districts in Minnesota. It also has the highest median home value, $410,700, and average household income, $146,120.

Mississippi

Congressional District 1

Mississippi’s 1st congressional district includes much of the northern portion of the state including Columbus, Oxford, Southaven, Tupelo, and West Point. The University of Mississippi (Ole Miss) is in the district, plus Alcorn, Benton, Calhoun, Chickasaw, Choctaw, Clay, DeSoto, Itawamba, Lafayette, Lee, Lowndes, Marshall, Monroe, Pontotoc, Prentiss, Tate, Tippah, Tishomingo, Union, Webster, and a portion of Oktibbeha County. It has been represented by Republican Trent Kelly since 2015. Its median household income of $61,172 is the highest of the four congressional districts in Mississippi, though its notably below the national median. The average household income is $80,604. Property taxes can get expensive, with a median of $1,194 paid per household against a median home value of $188,000.

Missouri

Congressional District 2

Ann Wagner, a Republican, has represented the district since her inauguration on January 3, 2013. Missouri’s 2nd congressional district covers the eastern portion of the state, and primarily consists of the suburbs south and west of St. Louis, including Arnold, Town and Country, Wildwood, Chesterfield, and Oakville. The district includes all of Franklin County and portions of St. Louis, St. Charles, and Warren counties. Missouri’s 2nd district holds many of Missouri’s richest cities. The median household income in the 2nd district is $97,483, the best in the state. But its average household income really stands out at $134,476, significantly higher than the national average of $109,160. The Census reports a median home value of $337,500 and median property taxes paid of $3,496 per year.

Montana

Congressional District 1

This Montana congressional district was actually eliminated in 1993 before being resuscitated in January 2023, being apportioned after the 2020 Census. For the years 1913 to 1993, Montana had two congressional districts before eliminating one in 1993 to become one at-large district. This district covers western Montana, including the major population centers of Missoula, Bozeman, Butte, and Kalispell. The median household income in Montana’s 1st congressional district is $73,314, not far off from the national median household income of $77,719. The average household income here is $97,579, while the median home value reported to the Census Bureau is $509,600; compare that to the median home value in the 2nd congressional district, $319,100. Republican Ryan K. Zinke has represented the district since winning the November 2022 election.

Nebraska

Congressional District 2

Republican Don Bacon has represented Nebraska’s 2nd congressional district since January 3, 2017. Nebraska’s 2nd district encompasses the heart of the Omaha–Council Bluffs metropolitan area. It includes all of Douglas County, which includes the state’s largest city Omaha, plus Saunders County and areas of western Sarpy County. According to Data USA, the top industries by employment in this district are Health Care & Social Assistance (14.5% of the workforce), Manufacturing (12.9% of the workforce), and Retail Trade (10.9% of the workforce). The median household income here is $80,900, while the average household income is $116,374. With a reported median home value of $285,000, Nebraska’s 2nd congressional district outdoes the 1st congressional district’s median home value of $267,000. However, property tax rates in Nebraska are on the higher side, with households paying a median of $4,757 in property taxes per year.

Nevada

Congressional District 3

Nevada congressional district 3 encompasses the area south of Las Vegas, particularly Henderson, Boulder City, and much of unincorporated Clark County. The district was initially created after the 2000 census. Susie Lee, a Democrat, won the election in November 2018 to become the current representative on January 3, 2019. The median household income in Nevada’s 3rd congressional district is above the national median, at $83,293 versus $77,719. The mean household income is substantially higher, at $113,667. And with a median home value of $476,700, the 3rd congressional district just edges out the median home value in the 2nd congressional district, $472,000.

New Hampshire

Congressional District 1

Represented by Democrat Chris Pappas since January 2019, New Hampshire’s 1st congressional district spans parts of eastern and southern New Hampshire. The district contains parts of Hillsborough, Rockingham, Merrimack, Grafton, and Belknap counties; and the entirety of Strafford and Carroll counties. The district contains Manchester, New Hampshire’s most populous city, and its immediate suburbs. The 1st congressional district’s median household income of $98,681 is well above the national median. The mean household income of $125,646 is also well above the corresponding national figure of $109,160. The median reported home value is $439,100, but property taxes are high, with the median paid by household being $6,299 per year.

New Jersey

Congressional District 11

New Jersey’s 11th congressional district is primarily suburban, covering areas of Essex, Morris, and Passaic Counties, with its center in Morris County. The district is represented by Mikie Sherrill, who took office in January 2019. Incomes are quite high in New Jersey’s 11th congressional district: The median household income is $134,648, while the average household income is far higher, standing at $190,399. The median home value for the 11th district is $608,000, while the median property taxes paid per year exceeds $10,000 per household.

New York

Congressional District 12

This is a smallest congressional district by area, covering the Upper West Side constituency plus the Upper East Side, and all of Midtown Manhattan. Jerrold Nadler took office on January 3, 2023. The New York 12th district’s employment breakdown is fitting for Manhattan; according to Data USA, the top industries by employment are Professional, Scientific, & Technical Services (21.9% of the workforce), Finance & Insurance (16.7% of the workforce), and Health Care & Social Assistance (12% of the workforce). The district’s $237,485 average household income is the second highest in the study, behind only California’s 16th district. The median household income, $149,367, is more than $70,000 higher than the national median income.

New Mexico

Congressional District 1

New Mexico’s 1st congressional district serves mainly the central area of New Mexico, including most of Bernalillo County, all of Torrance County, and parts of Sandoval, Santa Fe, and Valencia counties. The 1st congressional district includes almost three-quarters of Albuquerque, the largest city in New Mexico. The district has a notable Native American presence, encompassing several pueblos including the Pueblo of Laguna and Sandia Pueblo, and the Tohajiilee Navajo Reservation outside Albuquerque. It’s been represented by Democrat Melanie Ann Stansbury since June 14, 2021. The reported median home value here is $315,100, significantly higher than the $234,900 median for the 3rd district or $213,700 for the 2nd district. The median household income in the 1st district is $68,255 and the average household income is $94,597.

North Carolina

Congressional District 2

Covering most of Wake County, including parts of Raleigh, Cary, Morrisville, on up to Wake Forest, North Carolina’s 2nd district has been represented by Democrat Deborah Ross since January 3, 2021. The median household income here, $104,376, is markedly higher than the national median, $77,719. Its mean household income of $139,769 is one of the highest for the U.S. South. The North Carolina 2nd district’s median home value of $495,400 is the highest in the state, as are the property taxes paid per year, a median of $3,295.

North Dakota

At-Large Congressional District

Represented by Republican Kelly Armstrong, North Dakota’s single at-large district has a median household income that’s right around the U.S. median, at $76,525 versus $77,719. The average household income is over $22,000 more, at $98,324. Property taxes seem to be on the higher side, with the median paid per year being $2,455 compared to a median home value of $246,700.

Ohio

Congressional District 1

Elected in November 2022, Democrat Greg Landsman represents the 1st congressional district of Ohio. The district includes the city of Cincinnati, all of Warren County and borders the state of Kentucky. As is common for Midwest congressional districts, the top employing industries are Health Care & Social Assistance (15.5% of the workforce), Manufacturing (12.7% of the workforce), and Retail Trade (10.4% of the workforce), according to Data USA. The average household income in Ohio’s 1st district is $115,919, about $6,000 more than the national average. The median household income is $75,779, about $2,000 the corresponding national figure. The median home value here is $313,500, the second highest out of Ohio’s 15 districts. The median property taxes paid per year are just under $4,000.

Oklahoma

Congressional District 5

The Oklahoma 5th district is heavily populated and encompasses most of Oklahoma County and all of Lincoln, Pottawatomie, and Seminole counties, as well as parts of Canadian and Logan counties. As the richest congressional district in Oklahoma, the 5th district boasts a median household income of $72,813, plus a mean household income in excess of $100,000. This district has the highest home values in Oklahoma, with a median home value of $262,000. The median property taxes paid per household is $2,351.

Oregon

Congressional District 1

Oregon’s 1st congressional district stretches from Portland’s western suburbs, to parts of the Oregon coast, including the principal cities of Beaverton, Hillsboro, and Tigard, all of which are in the Portland metropolitan area. Represented by Democrat Suzanne Bonamici, the district is located in the northwest corner of Oregon. It includes all of Clatsop, Columbia and Tillamook Counties, most of Washington County excluding the extreme southeast, and a portion of southwest Multnomah County in Portland. With a median household income of $94,740, Oregon’s 1st district beats the national median income of $77,719. The average household income in the 1st district, $126,793, is also greater than the national figure, $109,160. Home values overall are high and have appreciated rapidly, reporting a median home value of $569,900.

Pennsylvania

Congressional District 1

Represented by Republican Brian Fitzpatrick since January 3, 2018, Pennsylvania’s 1st congressional district covers southeastern Pennsylvania, including a vast area of suburbs and rural areas north of Philadelphia. The average household income in the 1st district is well above the national average — $141,990 versus $109,160. The median household income is a very substantial $108,039, the highest of all Pennsylvania districts. The median reported home value is $447,700, with a median property tax of $5,412 paid per year by households.

Rhode Island

Congressional District 2

Covering southern and western Rhode Island, the 2nd district is currently represented by Democrat Seth Magaziner, who was elected to office in November 2022. The three main industries, by employment, are Health Care & Social Assistance (15.4% of the workforce), Manufacturing (11% of the workforce), and Retail Trade (10.7% of the workforce), according to Data USA. Rhode Island’s 2nd congressional district commands a median household income of $90,329 and a very substantial mean household income of $117,650. Property tax rates here are higher, resulting in a median property tax of $4,681 paid per year, on a median home value of $401,900.

South Carolina

Congressional District 1

Nancy Mace, a Republican, was elected back in November 2020. It currently covers the coast of South Carolina, wrapping around Charleston and Summerville. With a median household income of $89,127, the South Carolina 1st district beats the national median income by over $11,000. The average household income is markedly higher, at $123,170. The median home value reported in the 1st district is much higher than the other South Carolina district’s — $418,800 compared to $287,500 for the 4th district.

South Dakota

At-Large Congressional District

Represented by Republican Dusty Johnson since January 3, 2019, South Dakota’s one at-large district has a median household income of $71,810 and an average household income of $96,650. Property taxes are high here, with the median paid per year being $2,712, compared to a median home value of $268,200.

Tennessee

Congressional District 5

Centered in Middle Tennessee, Tennessee’s 5th congressional district covers part of Nashville, plus the surrounding suburban and rural areas. Republican Andy Ogles took office in January 3, 2023, as representative for the district. The median household income in Tennessee’s 5th congressional district is $92,367, which is almost $15,000 higher than the national median. The average household income is significantly greater than the median, at $133,686. The 5th district has the highest median home value, reported as $483,600, of all the Tennessee congressional districts.

Texas

Congressional District 24

Beth Van Duyne, a Republican, has represented the Texas 24th congressional district since January 3, 2021.
